W. Adams, formerly Acting Attorney General, and also Acting Chief Magistrate at Hongkong, made some remarks to me on this subject. Mr. Adams recommended that the salary should be raised from £1000 to £1200, if a Lawyer could be found to fill it, but not otherwise. Mr. Adams said that it was of doubtful expediency to send out a regular Barrister, since if he were at all a competent man he was almost sure to be soon led to relinquish his Office for the superior gains to be made at the Bar. On the other hand, some acquaintance with law and especially with the
weighing and sifting of evidence appears very desirable in such an
office.
Mr. Adams' notion was that this
might be attained by getting the services of some
experienced Magistrate's Clerk.
